Pursuant to section 32-1-809, Colorado Revised Statutes for Transparency Notices may be filed with Special District Association of Colorado. This information must be provided annually to the eligible electors of the district no later than January 15 of each year.

FOR DOMESTIC WATER SERVICES
NOTICE IS HEREBY GIVEN that the Pinewood Springs Water District, Larimer County, Colorado (the “District”), will consider a proposed action to fix and/or increase fees, rates, penalties, or charges for domestic water services, pursuant to C.R.S. § 32-1-1001(2)(a).
The District has rescinded the previously noticed February 25, 2026 rate increase date. The Board will instead consider proposed rate changes at the public hearing noticed below.
A public hearing on the proposed rate changes will be held as follows:

Time: 7:00 p.m.
Location: Hybrid meeting, in-person and by virtual conference

At the hearing, the Board of Directors will receive public comment and consider adoption of revised water rates and charges.
All interested persons may appear and be heard at the hearing. Written comments may be submitted to the District prior to the hearing.
Additional information regarding the proposed rate changes may be obtained from the District.
Future Notice Information: Beginning after this notice, future rate hearing notices will be provided in accordance with applicable Colorado law and District procedures, and may not be published in a newspaper.

Exhibit A District CORA Fee Schedule
Pursuant to § 24-72-205, C.R.S., the District may charge the following fees in responding to Colorado Open Records Act requests: 1. Staff Time (Research and Retrieval): – No charge for the first hour of staff time expended. – Thereafter, staff time may be charged at the actual cost, not to exceed the statutory maximum of $41.37 per hour (as adjusted by the State of Colorado and effective July 1, 2024). 2. Copies: – Paper copies: up to $0.25 per standard page, unless the actual cost of reproduction is greater. – Electronic copies: no charge when provided electronically, unless special programming or media is required. 3. Deposits: – When the estimated cost of fulfilling a request exceeds nominal amounts or is expected to require more than one hour of staff time, the District may require prepayment of a deposit equal to the estimated cost before beginning work. 4. Estimates: – The District will provide an estimate of fees upon request or when a deposit is required.

Board Candidate Self-Nomination Forms
Any eligible elector of the special district who desires to be a candidate for the office of special district director must file a self-nomination and acceptance form or letter with the designated election official.
Deadline for Self-Nomination Forms
Self-nomination and acceptance forms or letters must be filed not less than 67 days before the date of the regular election. For the next regular election, the deadline is 02/26/2027.
