Initiative 175 State Revenue Supporting Road Transportation has been pulled from the November 2026 ballot
October 8, 2026

Good news! Initiative 175 State Revenue Supporting Road Transportation has been pulled from the November 2026 ballot. The Colorado Contractors Association, the proponents, reached an agreement with the legislature. Since the end of the legislative session, Rep. Andrew Boesenecker and members of the Weiser administration have been meeting with all stakeholders to discuss the issue.

The agreement outlines a process for future discussions, but no substantive policy details have been finalized. In exchange for pulling the measure, Rep. Boesenecker has agreed to work with colleagues and the incoming Weiser administration on 2027 legislation. While the specifics haven’t been fully worked out, a few points have been confirmed: any additional transportation funding would not come from the General Fund, and there is no proposal to change the state/local revenue share.

SDA’s concern with Initiative 175 centered on its impact to CDPHE’s Emergency Medical and Trauma Services (EMTS) program, which is funded through the Highway Users Tax Fund (HUTF). The measure would have constitutionally restricted HUTF revenues to road/bridge construction, maintenance, and Colorado State Patrol costs; EMS funding was one of the non-road programs at risk of losing its funding source if the measure had passed. With Initiative 175 now withdrawn, that risk is off the table for the time being.

SDA will follow the working group/stakeholder process and will continue to update the board.
