SDA Board Member James T. Walker passed away on January 18, 2012 at the age of 83, surrounded by his family. The SDA Board and Staff will feel the loss of this longtime Board Member, a genuine character, always quick with a quip and an opinion.
Mr. Walker has served on the Special District Association of Colorado Board of Directors from 1977 to 2012, a distinction that he regarded as his way to help special districts. He truly represented “a district’s point of view.”
Jim attended every SDA Conference up until 2011, when his health prevented him from being there to accept the SDA Lifetime Achievement Award for his dedication to SDA and special districts throughout Colorado. The award was accepted by his son and other family members in attendance.
Jim’s career with the Public Service Company of Colorado gave him a rich appreciation for service and he in turn, merged that service attitude with his to devotion and love for SDA.
Jim Walker believed that it was an honor to represent his District, Alameda Water and Sanitation District and the SDA membership and he did so proudly.
SDA’s Executive Director, Ann Terry remarked, “This is a sad day for the SDA family, we will miss Jim.”

The Special District Association of Colorado (SDA) was formed in 1975 to serve the interests of the special district form of local government in Colorado. SDA exists to preserve and enhance the legal and political environment for the existence and successful operation of special districts. The association offers training and educational opportunities, technical assistance in a variety of areas, represents special districts before state agencies and the Colorado General Assembly, and works with members to maintain a positive public image for all special districts.
The Board of Directors of a special district is authorized to appoint a Designated Election Official (DEO) to conduct the District’s election. However, just what does that mean to you and your District? Who trains the DEO on the responsibilities of that position?
SDA and the law firm of Collins Cockrel & Cole have teamed up to provide your District’s DEO with training to maintain the District’s compliance with the Colorado Uniform Election Code, Special District Act and the Secretary of State’s rules governing elections for special districts in Colorado.
