Stimulus Funds at Work for Special Districts

The Fremont Sanitation District has begun work on a major sewer system project that was realized in part because of funding from the American Recovery & Reinvestment Act (ARRA). The North Cañon Project will extend the District’s sanitary sewer system to service 178 existing homes that are currently served by Individual Sewage Disposal Systems (ISDS). The scope of the project will include installing 17,100 feet of 8” PVC sewer main, 43 manholes of varying depth, and 22,000’ of PVC service lines.

The project is the result of a cooperative effort between the Fremont Sanitation District and the County of Fremont. It has been funded through multiple sources, including, $2 million of American Recovery & Reinvestment Act funds, also known as “Stimulus Funds” and a Community Development Block Grant (CDBG) in the amount of $1.3 million.

“The project was right on the cusp of not going forward due to cost, until the ARRA funds became available. This project had been on the books for 25 years but had never been able to go forward because of the high cost to individual residents, “said Fremont Sanitation District Manager Jeff Blue.

The project will help to provide a cleaner and healthier sewage disposal system for homeowners in their district that were previously dependent on individual septic systems.
“Everything is now contained and goes to the treatment plant, whereas before it was basically disposal on site,” says Blue.

Due to very favorable bidding conditions, the overall cost of the project is estimated at $2.5 million, well below the original estimate of $3.3 million.

The construction contract for the project was awarded in September of 2009 and the first houses were just recently connected to the system.
