The Colorado Special Districts Property and Liability Insurance Pool was established by SDA in 1988 to provide special districts with general liability, auto/property liability, public officials' liability insurance coverage as an alternative to the traditional insurance market. The Pool currently provides insurance coverage for 1,100 SDA Member Districts. Governed by a nine-member board of special district representatives, the Pool has been an extremely valuable service to those districts, which have joined over the years. SDA sponsors a thorough health benefits program, including group term life insurance, long-term and short-term disability programs, medical, dental and vision plans to meet the needs of SDA Member Districts. The program is administered by Willis of Colorado as part of the Colorado Employer Benefits Trust.
The Colorado Employer Benefit Trust (CEBT) is a multiple employer trust for public institutions providing employee benefits. Since 1980 CEBT has grown to approximately 17,000 employees and over 200 participating groups. The Trust is governed by a board of trustees made up of representatives from the participating groups. The Trust fund is approaching $100,000,000 in premium deposits.
The purpose of the Trust is to spread the risk of adverse claims over a larger base of members and reduce administrative costs. Since the pool is self-insured, the participating groups have been able to benefit from positive overall claims experience and low administrative cost. In fact, the Colorado Employer Benefit Trust has consistently outperformed the market for rate increases.

SDA sponsors two deferred compensation programs which are available to Member Districts for the benefit of their employees. Deferred compensation is a plan to assist employees in their savings program on a “before taxes” basis. Gregory & Associates partners with SDA to provide these programs.

Lease - Purchase Financing Program
SDA is proud to support the Colorado Development Finance Corporation (CDFC) adn their Local Government Lease Finance Program. Please click here for more information.
In cooperation with our associate banking members, SDA developed a pro forma lease-purchase arrangement for SDA Members. The program provides a ready and expeditious source of funding for districts to construct or purchase facilities or capital equipment on a lease-purchase basis. The lease-purchase concept has been approved by the Colorado Supreme Court and provides a means for local governments to finance small to medium capital needs without the cost and difficulties surrounding the issuance of bond for such projects. Capital needs ranging from a few thousand dollars to as high as $10 million dollars may be ideal for the lease-purchase financing.
