Executive Director
The South Metro Water Supply Authority (SMWSA) is seeking a proven leader and manager who is knowledgeable about water issues to assist the Authority in accomplishing its goals as described on its website. POSITION SUMMARY/OVERVIEW
The Executive Director reports to the Board of Directors and recommends policy and actions for the cooperative development of renewable water to serve the area within the South Metro Water Supply Authority. The Director is responsible for the administration and management of surface and ground water planning and project implementation as directed by the Board. The Director oversees and guides regional projects to advise and make recommendations to the Board for decisions concerning water availability, project planning and phasing, coordination of individual provider projects, and public interest.
The projects may involve diversified water supply system components such as reservoirs, aquifer storage and recovery, treatment plants, pipelines, reclaimed water systems and all associated permits, design and construction.
The Director is also responsible for developing and implementing an educational program, public outreach activities, coordination of authority members, and other groups with a role in regional water supply planning.
POSITION RESPONSIBILITIES
The Director assists the Board in identifying, evaluating, and developing regional water supply opportunities for the Authority. Specific duties include, coordinating and managing project plans, coordinating analyses through consultants, master planning, feasibility, pre-design, design, financial analyses, educational programs for public information, political outreach, as well as, implementing water supply projects, overseeing the development of short and long-range plans, which direct the overall Authority objectives, and representing Authority interests with governmental regulatory agencies.
The position requires regular and consistent exercise of complex policy, technical judgment and decision making regarding the management, allocation, and development of water supplies by the authority. The Director also has the responsibility to identify solutions/alternatives to meet surface water supply goals for municipal customers in the service areas of project participants. Requires use of advanced management, communication, negotiation, consensus building skills with high-level, influential, elected and appointed officials and the public.
QUALIFICATIONS
Graduation from an accredited college or university with major course of study in civil or environmental engineering, water resources, planning, public or business administration, or related field and at least 8 years of progressively responsible management experience in public or private sector in water resources or water supply planning and management. A graduate degree in public or business administration is desirable. Knowledge of Special Districts, Colorado water law, financing large public works projects, contracts, and local, regional and state-wide water issues and planning is very desirable.
Qualified applicants must have established track record working with water providers, cities, counties, districts (Special, water, conservation, conservancy), or other boards, state and federal agency personnel, elected officials, private sector business interests, citizens, community groups, environmental groups, lobbyists, and the media. Must be skilled and experienced in making presentations to and dealing with the requests of members, politicians, technical associations, regulatory agencies, and community groups. Must also be available for frequent meetings and contacts throughout the service area and Front Range.
This position requires the ability to effectively and efficiently lead, coach, motivate and manage a team of technical and administrative employees and consultants, with a focus on continuous improvement of staff, processes and procedures. Must be a dynamic, decisive, politically astute and visionary leader with strengths in strategic thinking, execution, collaboration, and conflict management. Must be an open-minded, forward thinking, innovative problem solver. Must also be an effective communicator, both verbally and in writing with an ability to listen, influence and persuade others.
Experience with strategic planning, conflict resolution, rates and fees determination, budget preparation and asset management are desirable.
This is a highly responsible administrative, technical and professional leadership position with the incumbent held accountable for recommending, developing, and implementing the Authority's regional water development plans.
