Supporting Community-Based Government

Proposition 101 and Amendments 60 and 61

Many of you have asked for information about Proposition 101 and Amendments 60 and 61. Over the last several months Special Districts Association of Colorado, Colorado Counties Inc., Colorado Municipal League, the Colorado Association of School Boards, bond attorneys and local government financial officers, have been working together to identify tools you can use to assess the quantitative and qualitative impacts of these three initiatives on your community.

The purpose of this email is to share these assessment tools with you and ask for your assistance in gathering the data assessment Tools:

  • Quantitative Assessment Tool – produced by the Colorado Government Finance Officers Association (CGFOA), this tool can help you identify the quantitative impact of these three initiatives on your community. (Click here to see the document)
  • Qualitative Assessment Tool – produced by public finance professionals, this tool can help you identify the qualitative impact of Amendments 60 and 61. This tool is meant to compliment and not duplicate data gathering efforts necessary to complete the CGFOA Quantitative Assessment Tool. We encourage you to use these resources to start collecting data to help you and SDA assess the impact of these initiatives on your community. To the extent you are willing to share your analysis with SDA, please send your work to ann.terry@sdaco.org. Your analysis is critical to understanding the impacts of these measures on your community and Colorado as a whole. Please note that if you share your analysis with us, we may share it with others who are also assessing the impact of these measures if passed. You may have received this email from another local government source. We encourage you to work with your district staff or managers in processing and answering these questions.
